The IRIS’s Climate, Energy, Security Programme analyses the geopolitical and security issues of climate change and energy transition. This programme is structured around the Observatory of Climate Change Impacts on Defense and Security, led on behalf of the DGRIS of the Ministry of the Armed Forces, and the GENERATE Project (Renewable Energies Geopolitics and Future Studies on Energy Transition), jointly managed with the Ifpen, and supported by the French National Research Agency.
Associating climate and energy issues is logical, given the connection between climate change and increased greenhouse gas emissions from fossil fuel combustion. Carbon energy (oil, gas, coal) is essential to power generation, transport and industry. By the weight of its importance in the global economy, carbon energy is at the centre of our current economic model. This model, however, is being called into question as resources become more scarce, demographic patterns shift and the climate changes.
An in-depth expertise
By studying these two issues together, IRIS’ Climate, Energy, Security Programme is at the intersection of geopolitical movements:
> Climate change geopolitics, which look primarily at the effects of the physical transformations taking place as a result of climate change (higher temperatures, changing rainfall patterns, rising sea levels, increased incidence of extreme weather phenomena, melting ice caps), but also at the impact of adaptation and mitigation policies. Climate change geopolitics also consider the relationship dynamics among parties to international negotiations, as well as the potential security implications of climate change (migration, resource-based conflict) and of the policies that may be put in place to address these possible outcomes (geoengineering, expropriation of land).
> Energy geopolitics, which study public- and private-sector actors in energy and related industries (exploration, production, transport, refining, distribution) and the relationships and power dynamics among them in terms of competition, market control, valuation and protecting market share. From the American energy revolution to the LNG boom and the energy transition, understanding the major changes taking place in today’s global energy scene requires consideration of an incredibly wide range of factors, including developments in international stock markets, the science of resource exploration, new technologies and political decision-making.
Internationally renowned expertise
Researchers from the Climate, Energy, Security Programme are commissioned to prepare studies, research and consultancy reports for public agencies, such as the French ministries for defence and for foreign affairs, and for private-sector clients.
IRIS is recognised within France and internationally for its work. It offers a range of services and expertise that are suited to short-, medium- and long-term needs and strategies to help companies understand this complex environment and to grow their business internationally.
Expertise, network
IRIS’ Climate, Energy, Security Programme seeks to stimulate debate on these issues. It regularly organises conferences, symposia and private seminars on these subjects at the Institute.
The Programme makes its knowledge, expertise and research network available through a wide range of events organised for public and private clients.
Private events are designed to foster the exchange of views and facilitate discussion among high‑level decision-makers in an intimate and informal setting. Public events are an opportunity to promote and discuss strategic research focuses for clients.
Knowledge
IRIS’ research and training teams involved in developing these events. With more than 50 events organised each year, the Institute also has a dedicated event management team to deal with logistics and practical matters.
The Institute’s conference centre is located in the heart of Paris. The centre has a fully equipped auditorium as well as an adjacent room that is ideal for smaller gatherings.
The Climate, Energy, Security Programme offers custom-designed training courses for clients that can be held on-site or in IRIS facilities. The training courses focus on climate, energy and related security issues, are designed to meet specific client needs.
The Ministry for Labour, Employment, Vocational Training and Industrial Relations recognises IRIS courses as certified professional developed courses.
IRIS, a training expert
For over 15 years, IRIS has made its knowledge and expertise available to professionals through its training courses. Courses are designed to provide students with insight into contemporary geopolitical issues. Lecture series are organised throughout the year to give students the opportunity to hone their analytic skills and discuss with experts.
Since 2013, IRIS has offered a course for professionals entitled “Geostrategic Energy Issues” [in French]. The evening course studies geopolitical issues in the energy industry and the major trends at play by looking at the power dynamics involved in global oil prices, energy security issues and the inclusion of climate considerations in national policies.
The IRIS Sup’ school also offers degree programmes for professionals. There are five courses in a year over the course of eight months. With working professionals in mind, courses are organised two days a week. There are also two distance education courses for students to work at their own pace in a structured learning environment.
IRIS offers a number of short-term, skills-development programmes as well.
