The Europe, Strategy, Security (ESS) Programme seeks to understand the political and strategic changes in taking place in Europe and in its regional environment. The Programme’s work focuses on the European Strategic Observatory, preparing studies, seminars and public conferences, and offering education and training in European issues. The Programme has a particular focus on: Europe as a political and strategic force; the psyche, culture and strategic priorities of European countries; strategic and security changes in its regional environment from the Sahel to the Baltic Sea; and approaches to power and strategy.
Europe is changing, with the European Union still struggling to define its role in the twenty-first century. From Schengen to the principle of nondescrimination, from political populism to the rule of law, from London to Donetsk and from Warsaw to Budapest, the very foundations of how the EU works are being eroded. These major changes are not a matter of course however. Between centralising and decentralising forces, the push and pull of globalisation, market openings and renationalisations, the old democracies of Europe seem unable to square the circle. These changes stem from collective decisions that cut across political classes and European civil societies.
These forces, while contradictory and uncertain, will have profound effects. The Europe, Strategy, Security Programme seeks to bring to light the political and geostrategic impact of these changes.

IRIS is recognised for its work nationally and internationally. The Institute has been commissioned to prepare consultancy reports, research and studies on strategic European issues for both public- and private-sector clients.

The Europe, Strategy, Security Programme draws notably on the work of the European Strategic Observatory (stratobs.eu), which shares a wide range of data on the European Union as a strategic power and on the foreign and defence policies of its Member States.

IRIS is a partner in, and leader of, a number of international projects with major European research agencies, enabling the Institute to develop strong relationships with key players and decision-makers. Examples include the Framework contract for Permanent Monitoring and Analysis of Military Capabilities and Defence Sector Trends and the Framework contract for the Provision of Research, Evaluation and Analysis-Related Services for the European Defence Agency.

The Europe, Strategy, Security Programme makes its knowledge, expertise and research network available through a wide range of events organised for public and private clients.
Private events are designed to foster the exchange of views and facilitate discussion among high‑level decision-makers in an intimate and informal setting. Public events are an opportunity to promote and discuss strategic research focuses for clients.
Knowledge
IRIS’ research and training teams is involved in developing these events. With more than 50 events organised each year, the Institute also has a dedicated event management team to deal with logistics and practical matters. Recognition of IRIS and the strength of its network are testaments to the success of IRIS events in this field.
The Institute’s conference centre, located in the heart of Paris, is bookable for such events. The centre has a fully equipped auditorium as well as an adjacent room that is ideal for smaller gatherings.

Custom-designed training
The Europe, Strategy, Security Programme offers custom-designed training courses on strategic European issues for clients that can be held on-site or in IRIS facilities.
Courses are developed in collaboration with a company’s human resources and strategic planning departments and its international divisions. The courses are designed to provide responses to specific client needs.
The Ministry for Labour, Employment, Vocational Training and Industrial Relations recognises IRIS courses as certified professional developed courses.
IRIS, a training expert
For over 15 years, IRIS has made its knowledge and expertise available to professionals through its training courses. Courses are designed to provide students with insight into contemporary geopolitical issues. Lecture series are organised throughout the year to give students the opportunity to hone their analytic skills and discuss with experts.

The IRIS Sup’ school also offers degree programmes for professionals. There are five courses in a year over the course of eight months. With working professionals in mind, courses are organised two days a week. There are also two distance education courses for students to work at their own pace in a structured learning environment.
IRIS offers a number of short-term, skills-development programmes as well.
