This paper examines the current state of Russia–North Korea military cooperation and tests, against China’s posture and the record of summit diplomacy, whether it is evolving into a North Korea-China–Russia triangle arrayed against the South Korea-US–Japan format. It then draws out the consequences for the security of the Korean peninsula, of Asia more broadly, and of Europe.
