Jean-Pierre Maulny is a Scientific Adviser at IRIS, where he heads the Defence, Strategy and Armaments Programme.

He is responsible for research on defence issues, European defence and NATO, the arms industry and arms sales. He heads ARES Group (The Armament Industry European Research Group), a network of European researchers specialising in defence industry issues.

Jean-Pierre Maulny is a member of the editorial board of La Revue internationale et stratégique. He is also responsible for the Master’s-level Defence and Security programme at IRIS Sup’, IRIS’s school of applied geopolitics, where he also teaches. He served as Deputy Director of IRIS from its creation until 2026.

He chaired the Defence Industrial and Technological Base (BITDE) Commission at the inaugural Defence Economic Intelligence Forum, organised by the French Directorate General of Armaments (DGA), in partnership with the Defence Academy of the École Militaire (ACADEM) at the Ministry of the Armed Forces.

Jean-Pierre Maulny holds a DEA in Defence Studies and a DEA in Public Law and attended the 31st session of CHEAr. From 1997 to 2002, he served as an adviser to the Chair of the French National Assembly’s Defence and Armed Forces Committee.
