The Artificial Intelligence Action Summit was held in Paris on 10 and 11 February. Co-chaired by France and India, the aim of the summit, following on from the Bletchley Park and Seoul ones, was to pursue dialogue and cooperation on the governance of artificial intelligence (AI). The lack of consensus on the final communiqué – the United States having refused to be associated with it – bears witness to the dissension and the strategic aspect of AI today. While it is not easy to classify the States involved in the AI race, certain factors do make it possible to identify the main AI powers. The development of national strategies, private investment that reflects the dynamism of AI ecosystems, infrastructures and in particular data centres, which are essential for data storage, and human resources for AI research, are all relevant criteria among others.
