The United States of America and the Republic of Iraq, referred to hereafter as “the Parties”:
Recognizing the importance of: strengthening their joint security, contributing to world peace and stability, combating terrorism in Iraq, and cooperating in the security and defense spheres, thereby deterring aggression and threats against the sovereignty, security, and territorial integrity of Iraq and against its democratic, federal, and constitutional system;

Ten days ago, 10 French soldiers fell in Afghanistan during fighting with Taliban terrorists. They fell in the service of a just cause, as part of a mission approved by the United Nations: the fight against terrorism, the fight for our values, for freedom and for human rights in a country that has been battered by obscurantist barbarism.

In the defence arena, ‘non-Europe’ represents a huge and irrational cost for European taxpayers. There is far too much duplication of defence effort spread across the Member States of the EU. Yet they are all meant to be trying to find common solutions to common problems. No-one expects European armies to become truly interoperable for the foreseeable future but, nevertheless, the pooling of capabilities would be a huge step in the right direction. There are already a handful of initiatives of this kind in Europe, but much more could be done.

"This Occasional Paper explores the issue of European armaments cooperation. Such cooperation between countries has often been difficult. Even so, European governments continue to collaborate on multinational equipment programmes for a number of reasons, and successful multinational programmes have manifold benefits."
Based on a study performed by a Consortium led by the IRIS, and including the CER, the DGAP and the IAI, under a contract financed by the European Defence Agency (EDA).
