Diego A. Ruiz Palmer (United States) is currently Head, Planning Section, Operations Division, NATO International Staff. Mr. Ruiz Palmer is responsible for developing and assessing options for undertaking new Alliance operational engagements and for optimising the match between the Alliance’s military capabilities and operational commitments. In 2007-2008 he led the special NATO Headquarters task force which developed the Comprehensive Strategic Political-Military Plan for guiding NATO’s engagement in Afghanistan that was approved on the occasion of the Alliance’s Bucharest Summit in April 2008.
Between 2000 and 2002, Mr. Ruiz Palmer was Vice President, European Region, Northrop Grumman, International Inc.
From 1991 – 2000, Mr. Ruiz Palmer was Head, Armaments Planning Section, Defense Support Division, NATO International Staff.
From 1980 – 1991, Mr. Ruiz Palmer was an analyst and member of DoD National Security Study Memorandum 186 task force, a special DoD task force established to examine various aspects of the NATO-Warsaw Pact balance of forces.
