Punish Iran, a Failure of the EU? / Elodie Vannier
While it is commonly accepted that sanctions have little impact on Iran, the question of the impact they may have on businesses dependent on states begun to be addressed. This article proposes to strike the balance of sanctions implemented by the EU, particularly through the impact they had on French companies with significant presence in Iran in two different sectors: automotive for PSA Peugeot – Citroën and Total Energies. But the sanctions also raise another issue, that of political relations between the EU and Iran, with the loss of profits and standing of French companies in favor of Asian companies as the Islamic Republic is attractive because of its hydrocarbon reserves but also the market it represents.
Renewal and New Diplomatic Policy in Latin America / Jean-Jacques Kourliandsky
Over the last years in Latin America, alternative left-wing parties’ accession to power has led to a failure in domestic policy and foreign policy. The new parties in power have abandoned the liberal policies of the Washington consensus. Although the product of similar political tendencies they have differing ideologies share the goal of responding to the social needs of their populations. In this perspective, domestic social and economic policies are not enough and have to be complemented by proactive diplomacy whose goals include greater financial autonomy and better management of agricultural and mining resources. These goals lead to a new relation to the world and breaks with a diplomatic past which tied Latin America to the Occident.
